Partnership

The Skills Enhancement Fund Partnership Board has overall responsibility for ensuring the effective and appropriate expenditure of the £50m ESF and Yorkshire Forward resources.

The Chair of the Board is Peter Ryder who is chair of the West Yorkshire Consortium of Colleges, the lead organisation, and Principal of Leeds College of Technology.

Chris Jones, Principal of Calderdale College and the Accountable Body, is Vice-Chair of the Board.

Membership of the Board includes Chairs or senior representatives of the following organisations:

  • West Yorkshire Consortium of Colleges (as Lead organisation)
  • Calderdale College (as Accountable Body)
  • Learning and Skills Council (as funder)
  • Yorkshire Forward (as funder)
  • Sub-regional FE consortia (South Yorkshire, Humber and North Yorkshire)
  • Regional representation of:
    • Business Link
    • Private Training Providers   
    • Sector Skills Council   
    • Federation of Small Business
    • The Regional Learning and Skills Group (voluntary and community sector)   
    • Lifelong Learning Network   
    • Job Centre Plus
    • TUC
    • IOD
  • South Yorkshire representation from:
    • LSC – South Yorkshire
    • FE
    • Work and Skills Board
The Partnership Board is responsible for strategic management and implementation of the project including:

  • Providing Strategic guidance and direction on project management
  • Providing intelligence on specific skill needs and gaps
  • Agreeing commissioning focus
  • Agreeing application and selection processes
  • Agreeing systems and procedures to be used to support delivery
  • Enabling access to the market
  • Dissemination
  • Championing the Fund
